What is the America Invents Act?

The proposed act would change patent priority from the “first to invent” system to the “first to file” system. It modifies definitions of the patent law, as acts and prior art including public use and other disclosures that are available to the public by the filing date other than publications on behalf of the inventor within one year would bar a patent.
