The proposed act would change patent priority from the “first to invent” system to the “first to file” system. It modifies definitions of the patent law, as acts and prior art including public use and other disclosures that are available to the public by the filing date other than publications on behalf of the inventor within one year would bar a patent. The impetus behind the Act is the wish of globalists to alter American laws to be consistent with laws of other nations that have slowed progress, reduced innovation and have therefore stifled prosperity. Multinational firms have seriously lobbied the US Congress in support of the America Invents Act, signalling their wish to keep small businesses small, constraining competition.  Read more.
